Many people in Britain and Europe have following the recent events in Santos with alarm and concern. In particular, we are concerned that the police have been used in violent clashes with the portworkers and that significant numbers of arrests have been made. From your writings and speeches, you are known as a humane and decent person, indeed, a spokesperson for the poor and oppressed whose interests are most threatened by free market neo-liberal globalisation. As a trade unionist, a workers' representative, and President of the Communication Workers Union in the United Kingdom, may I urge you to use your good offices to ensure that the lives, safety and rights of your citizens are defended. In particular, may I urge you to do all in your power to pull back the forces of the state and to allow the portworkers to peacefully demonstate their opposition to globalised poverty and their solidarity with portworkers throughout the world. Our union, the Transport and General Workers Union od South Africa, an affiliate of the International Transport Workers Federation and of the Congress of SOuth African Trade Unions (COSATU) represents some 67 000 transport workers, including the vast majority of South Africa's dock workers. We are horrified to hear the reports of how our comrades in Santos have been subjected to attacks by your police. Dockers around the world are today facing a concerted attack on their living and working standards by the neo-liberal forces of global capitalism. The Santos Dockers stand as a true example to all of us in the struggle to preserve human dignity for port workers. We cannot therefore sand idly by whilst they are faced by the forces of the State defending those who seek profits above human rights. Recently we saw how you stood with our President Nelson Mandela and praised him as a champion of human rights and dignity. Yet today your own police are doing exactly what the police of the Apartheid era did to us, the organised black workers of South AFrica. We urge you to learn the lessons of South AFrica's history. For decades black workers survived the brutal attacks of the Apartheid regime, and for decades that struggle for survival built the resistance against the regime to the point where eventually Apartheid was dealt its final death-blow. We therefore urge you to ensure that the security forces under your government stand not in defence of the employers and globalisation, but rather that they defend the right of workers to act in their own defence. The right to strike is fundamental, and your police should be the champions of that right. We urge you to ensure that at no stage do either your army or police get involved in this dispute.

I am writing to convey our union's deep distress and outrage over the use of military force to break the portworkers union in the port of Santos. Your government's decision to put the army and military police at the disposal of the employers is unfortunately all to reminiscent of the days of the military dictatorship which repressed Brazil's labor movement for so many years. Dear President Cardoso:
As a political sociologist in a prominent institute of Third World development studies, I have read, with interest and admiration, your speech on globalisation to the Colegio de Mexico one year or so ago. I have even refered to it in my writings, pointing out the irony of the president of a major state producing a better analysis of globalisation than many social scientists or labour movement supporters.
However, I have just heard that police have been moving against the dockers of Santos, themselves protesting against the globalisation you yourself critique. In confronting neo-liberal threats to their jobs, moreover, the dockers of Santos find themselves in a position similar todockers in Amsterdam, Liverpool (to take current examples) and other parts of the world. There is now, indeed, a growing global network of dockers and their friends, which has already taken effective international defence action in support of the Liverpool dockers.
They are thuscontributing to the construction of some kind of `global civil society' that is reacting against `Casino Capitalism', or `International Monetary Fund- amentalism'. I assume that you, as a man of the centre, if not the left, approve of such common resistance, global solidarity, and the effort to create a humane and socially-minded `globalisation from below' against the brutal neo-liberal globalisation from above.
As a specialist on both dockworker struggle (in Nigeria and Spain), and on the new global solidarity movements of workers, women and other social movements - and as a lifelong member of the trade union and broader labour movement, I appeal to you to intervene forcefully and urgently against the destruction of jobs, lives and communities now taking place in Santos.

This morning we had a strike in Rotterdam. They blocked a Highway for 3 hr. They have been told that out of 1100 dockers 200 will be sacked and 330 have to work in casualisation. They say for those 330 work is for 3 days a week and so they will be paid for 3 days. This is too crazy to be true. What is going on in this idiot world? We were in solidarity, of course, and we sent a delegation to Rotterdam. We had a lot of banners and loudspeakers. The Rotterdam dockers give the bobo's 1 week's ultimatum to turn everything back. So you can imagine what is going to happen next week. Of course we mentioned ("exactly the same facts" as told before) Liverpool, Amsterdam, Santos, Seoul and now Rotterdam is joining. Responding to the just demands of the workers with force is not only immoral, but it will stain the democracy of Brazil--which I know you helped fight for!--with their blood.

Os portuários de todo o Brasil, após anos de luta, conseguiram tornar os seus sindicatos responsáveis pela seleção dos trabalhadores que iriam prestar os serviços de movimentação de cargas nos portos. Isto era bom para os trabalhadores, pois possibilitava uma luta coletiva por melhores condições de trabalho e salário, em um tipo de serviço muito individualizado. Apesar da lei recente - que flexibilizou a contratação destes serviços , criando uma gerência tripartite - ainda, em todo o Brasil, a participação dos sindicatos na movimentação de carga é muito significativa. A atitude da Cosipa, ao desprezar os sindicatos portuários de Santos e alocar a terceiros o gerenciamento da mão de obra, irá causar uma diminuição da quantidade de emprego, dos salários e das condições de trabalho.

Dear President Cardoso: I urge restraint against the Port Santos portworkers, who have the support of workers worldwide in their just struggle for a better life for themselves and their families. In countenancing the brutal police attack on these workers as these portworkers exercise the human right to struggle for a better life, Brazil is saying to workers everywhere, "In Brazil, Brazilian workers can only be poverty-stricken wage slaves." I do not believe that your government wants this fate for the great workers of Brazil. Instead of police attacks, the government of Brazil must immediately ban state-sponsored violence against the portworkers and must rather ensure that the company will immediately negotiate in good faith a just solution that restores economic well-being to these portworkers. Organized workers all over the world condemn the brutal police attacks and the cruel, arrogant, and anti-social policies of the Brazilian government toward its own people, and specifically the great portworkers of Port Santos, whose only crime is that they refuse any longer to suffer the economic and social injustice with which greedy and anti-social companies - and governments - want to saddle them!

Attacking the Santos workers with Police or the Army may unleash serious results beyond anything you might anticipate. Therefore, sir, I urge you to refrain from all use of force against the Santos workers, and to urge their adversaries with all the powers at your disposal to yield to their just demands.

Dockers at the port of Amsterdam will strike and demonstrate tomorrow against the use of casual labour. About 150 registered dockworkers are to lose their jobs in a fortnight's time whilst employers are extending the use of casual labour. In a message to LabourNet the Amsterdam dockers union described their fight as "exactly the same" as that of the dockers of Liverpool and Santos and say they will be publicising both of these disputes during their own actions.
